Mine is a low flush toilet. When you pour the bucket in, it has to be all at once. It's the force of the water that helps it go down. Try again in about 30 minutes. My neighbor tried it and at first she didn't think it worked but when she went back later she tried again and that cleared it. Maybe it needs to soften up a little.
