Health Investigator Emergency

What should citizens do who find drug paraphernalia, especially syringes of addicts, lying on ground that kids etc. might come in contact with? ESPECIALLY if left by church parking lot nearby day care playground and where Boy Scouts meet?

I was told that January 2011, at CVS on Marsh Lane at Walnut Hill Lane, Dallas, Texas, 75229 that "CVS called police on a man in 20's who has a heroin addiction, since acting strangely"... another man looking for man's car keys Friday, January 28, 2011, said. Man looking for car keys said had pushed syringes he found that he suspected his relative's into dirt. I said, "I guess it'd be hard to know what to do with syringes because if took to dispose of them police might think whoever did had an addiction instead of just disposing of."

Plus, isn't there a law against possessing drug paraphernalia (does that include syringes). Plus if used WOULD have drug residue in them... What to do since unsafe if syringes left lying around? Should recovered discarded syringes w/illegal substances when collected... if DNA found on them... be put on a registry since reckless disposal of a danger to others?

If a person who finds syringes of an addict and disposes of could that person get into trouble for being in possession of drug paraphernalia via misunderstanding? For see, a man I saw looking for keys of another man he said "CVS called police on" said he pushed syringes he thought that man's, his relative's, into ground. However, if someone ever digging in dirt where man did that could be stuck.

[January 28, 2011, I went up the hill to a church to shoot some basketball hoops. I saw some suspicious activity that looked like someone trying to break into a car. So, I thought on my way home I'd just say, "What's going on!" That likely person would zip off in other car if up to no good. Too, I thought maybe just construction planning on repaving parking lot since man looking down at ground a lot. Turns out was looking for brother's keys.]

Dr. Phil used a word "skanky" on his show. It is sad to me that someone going to church basketball court to shoot hoops across from where Boy Scouts meet & nearby day care is where a heroin addict was allegedly shooting up drugs. Then, disposing of paraphernalia & leaving car in case arrested when went to CVS, his relative suspected. So, what does someone do when happens upon discarded syringes of addicts? Also, why are persons tossing diapers & condoms in parking lots? Drug paraphernalia, condoms & diapers littered in & nearby parking lots, in parks etc. misbehavior sounds like the word Dr. Phil calls skanky...

    Today, I felt it my duty to report to Pastor of church & neighbor on other side of wooden fence where car left in church parking .... Since man ,who said relative of the man who owned car, said his relative had stolen jewelry from parents to pawn yet that his parents refused to press charges. Man who said relative said graduated from Thomas Jefferson in 1962. Francis on other side of fence said they'd already called the police since car suspicious then Francis called again when we were all surveying information because Kathy found 3 syringes man mentioned sticking in ground in front of car. Not only that... after church meeting the pastor saw a syringe between console & driver seat that I hadn't seen. Plus, Pastor & Kathy noticed all sorts of OTC medication empty packets were in floorboard. front passenger side. After Kathy saw syringes man spoke of stuck in ground in front of car I went to tell Pastor. Pastor said couldn't come talk to neighbors about syringes we found in front of car until after meeting. So... I sat in on meeting & after meeting apologized for interrupting as would have had to interrupt to apologize. By time meeting over an hour later... neighbors gone but pastor came out and was then Pastor saw syringe in-between driver seat & console on back floorboard. Pastor didn't remove syringes from in front of car. So I told neighbor at end of block (on street that runs behind church) who use to be a police detective who went to observe syringes in front of car. The detective was VERY concerned syringes left yet and shocked Pastor didn't remove yet said he couldn't remove since private church property. Former Police Detective's wife who went up to see syringes w/husband & myself too... said to contact head of Neighborhood Association for number of policeman who provides extra patrol for our area. OMG! For YEARS I've delivered whha Newsletter plus helped prevent a fire a block away when saw bookcase in flames on my walk & alerted homeowners. Plus made time to go to downtown police station to pick a repeat sex offender who exposed himself in front of house out of photo line up. Sex offender had asked me for directions while exposed etc. PLUS had just spent over 6 hours looking out for neighborhood. When I answered, no, to head of homeowners association question IF we helped pay for extra patrol... he said he wasn't sure where cell phone number of policeman was. Mostly, just solicited my helping pay for policeman when I'd been told since I hand delivered whha newsletter not to worry about it by someone else. Well, Detective's wife said they don't pay either & deliver newsletter, like I do, and thought that counted for something, too. Meanwhile, I called CBS11 & said y'all need to do a news segment on what persons should do when find needles. Newsman said call 311. 311 said call 911. 911 said don't call us & pick up yourself. I said, "Excuse me. These could be evidence if used for heroin as man looking for keys, relative to person in car, said." Well, neighbor Kathy said not to touch syringes because might get stuck & get HIV. Fox news woman, & 311 said I could call anonymous yet 911 said couldn't & we were disconnected & 911 called me back saying police would be there to talk to me & would call when arrived at church for me to meet them there. Never called. I never heard back so decided well maybe church doesn't want police involved since they're scared like me not wanting to leave my name in case drug dealers access 911 call & hurt me as I thought public information. Fox4 news person said not public information yet wouldn't get involved if me... So... I called back 311 & said is it okay to cancel a 911 call? They said yes. I called 911 back to cancel & I said that I realized the church may not have called police for the same reason I didn't want to give my name because scared of retaliation by the dealers. I was told too late to cancel as police on scene. I was somewhat relieved that police there and would, hopefully, get syringes stuck in ground in front of car. See, I felt detective who lives nearby me was right that SUNDAY a child or toddler might pull those out of ground which was why I called CBS11 then 311 who said to call 911 as 311 felt that important, like my former police detective neighbor. So, I walked back up to church within five minutes and police already gone. I did not check to see if police got syringes because Fox4 news I did my best alerting everyone. I spent 8 or so hours trying to be a good citizen and, actually, that's what another news station, Fox4, said would do if her and not get involved. I said I already had so, oh well yet then did call to cancel 911 call... Oh, and family of person who owns car called to tell Pastor "out of gas" instead of what person, who said relative of man who owned car, said when I inquired what he was doing & said "looking for keys of brother who was a heroin addict... Although in jail for traffic warrants after CBS called police when he was acting oddly at CVS at Marsh & Walnut Hill Lane.' This is why persons don't speak up. This is at least THE THIRD time I've tried to protect my fellow citizens from drug activity including a drug ring out of truck stops in OKC in 1970's that almost cost me my life. I heard drug ring info was put on a card so hid card in my waist band. Ring figured out how to get my number asking around & called & asked what I did with card... I said no longer had & true as showed/gave to police etc. Was true I no longer had card. Info on card so incriminating they insisted so I said I threw away. Ring actually asked which trash can I put in & when couldn't find sent a man w/change of clothes & lead pipe to beat me up yet fortunately my 2 Irish Setters ran person off who left change of clothes & lead pipe behind. I moved. I think, too, persons are concerned of tampering with anything that be falsely accused of items belong to them. Or that might disturb evidence if police decided to use. Pastor said needles looked similar to needles his diabetic daughter used yet that likely syringes could be used for other drugs as well. IDK. However, that's what man, who said a relative of person who owned car left in church parking lot, said that "his brother a heroin addict". So I've come full circle that since car nearby day care playground & Boy Scouts on other side of fence of my neighbors I felt I should report. However, maybe if like those mean drug cartels I did more harm if they seek retaliation for my reporting. What IS the answer to become apathetic as so many sound? It seems those breaking the law have more rights than those trying to obey. IDK... I did my best yet seems maybe not good enough as, too, they say the drug user isn't the problem & the dealer is yet I'd hoped user would say who his dealer was.

    Typo, man who said relative of man who owned car said graduated from nearby Thomas Jefferson in 1967.

    Lynn took photographs of syringes stuck in ground like man said did "and" syringe Pastor saw between console & driver's seat on back driver side floorboard plus car tag number. Since Pastor said family of owner of car told different story than man who said a relative told me when I merely went up to shoot a few basketball hoops Friday, January 28, 2011, to de-stress & unwind "before" church parking lot drama...
