Swollen eyes

I have had swollen undereyes for as long as I can remember. I've tried so many creams (within my small budget) and cold compress techniques and nothing seems to be working. I can't afford surgery or I would get it right away. How can I get rid of this "baggage"? Is surgery my only option? and what are the many causes of undereye baggage?
I'm not allergic to anything and I do get plenty of sleep so I know it's not those things. I just want it to go away.
